“Beyond the Headlines.” New Report on European Journalism by Civitates
9 Sep 2025
Civitates, the European Democracy Fund, launched their report: “Beyond the Headlines: Building Resilient Journalism in Europe through Collective Philanthropic Action”. The message at the heart of this report is clear: Independent media is essential to healthy democracies, but in Europe it is facing unprecedented threats – economic, political, and technological.
Public-interest journalism plays a vital role in democratic life: informing the public, exposing abuses of power, and holding governments to account. Yet many independent outlets are struggling to survive. Traditional business models are broken. Platform algorithms siphon away revenue. Meanwhile, censorship, intimidation, legal pressure, and media capture are on the rise.
In the face of these challenges, philanthropy has a crucial role to play.
Civitates shows what’s possible when foundations come together to support independent media. Since launching their media fund in 2021, 27 foundations – including the European Cultural Foundation – have pooled €5.8 million to support 24 independent outlets in 14 countries. The results are tangible: groundbreaking investigations, stronger teams, growing audiences, and more resilient organisations.
But the support that Civitates has provided is nowhere near enough. Civitates writes they need to at least triple their budget, so they can support more independent media outlets, in more countries, trialling innovative ways to do journalism in the 21st century.
The report “Beyond the Headlines” sets out:
- Why independent media matters now more than ever
- What philanthropic support can achieve
- Why pooled funding models work—and how to scale them
- Concrete steps to strengthen independent media across Europe
